Re: Central Park, "Tie died," Jan. 20.

Dogs waiting for their owners outside stores are "walked" dogs that have been socialized. If the Deputy Chief Licence Inspector has so many underemployed staff, perhaps he should concern himself with antisocial dogs, or with unsocialized dogs confined to their backyards that are seldom if ever walked.
