Burnaby man wanted on violent sex-assault charges arrested in White Rock

Burnaby RCMP has caught up with a 34-year-old man wanted in relation to sexual assault, assault and unlawful confinement charges.

Six months ago, Burnaby RCMP announced they were looking for Burnaby resident Jack Lincoln Kelley.

They found him in White Rock last night (Wednesday) and arrested him with help from White Rock RCMP and the Lower Mainland integrated police dog service just after 8:30 p.m., according to a police press release.

Burnaby RCMP’s domestic violence unit, investigative support team and serious crimes unit had been searching for Kelley since January 2020, the release said.

At one point, police thought he might be hiding out on Vancouver Island, according to a release put out by Nanaimo RCMP in May.

According to that release, the warrants for Kelley stemmed from allegations in 2019 of "sexual assault x 2, unlawful confinement x 2 and assault causing bodily harm x 2."

There were also numerous breach charges relating to Kelley not abiding by court imposed release conditions.

Under court-imposed conditions, police said Kelley had been banned from dating or having any intimate relationship with any woman unless a bail supervisor had first informed her of his court-ordered conditions.

Burnaby RCMP said Kelley now faces 15 charges, including assault causing bodily harm, uttering threats and sexual assault.

“What we are seeing today is the culmination of six months of demanding investigative work that I am incredibly proud of,” Chief Supt. Deanne Burleigh said in the release. “This was an investigative effort that involved officers and staff from units right across our detachment, and it is their diligence, persistence, cohesion and hard work that has led to this man being off the streets and facing serious charges.”
