Re: Burnaby eliminates library fines as limited services reopen, NOW news

Burnaby Mayor Mike Hurley is quoted as saying, “Eliminating fines is a very important step in reducing barriers to library services and empowering residents on their path to lifelong learning.”

What barriers?

Fines are imposed when items aren't returned by due datesand act as a deterrent for borrowers who hinder others in waiting to borrow same. 
Now that fines are no longer being charged, what guarantee is there to ensure the items are to be returned to the library on time for the next user? 

Does it mean that the borrower can hold on to the item till kingdom comes with no consequences?

The least the library can do is not to allow any further borrowing till all items are returned by the due dates.
