Delta considers intersection cameras

A look at city road and intersection improvements under review - Part 1

If the city proceeds with its traffic camera program, units would be installed at city intersections in priority sequence.

The city is looking at a lengthy list of intersection and road improvements throughout Delta.

Engineering director Steven Lan said some have been completed while others are still undergoing analysis, while bigger projects are waiting for a final go-ahead.

He noted the civic transportation technical committee continues to discuss various locations and report to council, while staff assessments have continued despite COVID-19.

“Anything with a staff review, we’ll do it in conjunction with police, and we’ll report out our findings through this committee. These are mainly concerns generated from residents and we want to respond back to them,” Lan explained.

 

Here’s a few of the projects done or undergoing analysis:

 

Intersection cameras:

The engineering department is reviewing a request to install a traffic camera at the intersection of 56 Street and 12 Avenue.

Lan said Delta cameras would not be speed cameras, as is the case with the one the province installed on Nordel Way, but a means of how people could observe online how the traffic is flowing and plan their trips accordingly.

The city needs to consider its budget and technical requirements before installing its first such camera.

If the city does proceed, one would likely first be installed on Annacis Island, said Lan.

 

 

Elliot Street at Westminster Avenue intersection:

The committee discussed the crash history at the intersection in recent years.

The engineering department reviewed the ICBC crash history between 2012 and 2016 and found 10 reported crashes where four involved pedestrians.

Delta police also reviewed the statistics at the intersection between Jan. 1, 2019 and Oct. 23, 2019 and found no traffic incidents.

The engineering department reviewed the intersection for potential improvements such as lighting and restricting on-street parking close to the intersection, while potential upgrades in the long-term could include a traffic signal or traffic circle.

 

 

Ladner Trunk Road at 52A Street:

 

The engineering department reviewed the ICBC crash history for the intersection between 2012 and 2016 and found 26 reported crashes where two involved pedestrians.

The majority of the crashes were caused by drivers making wide southbound to westbound right turns.

Delta police also reviewed statistics for this intersection between Jan. 1, 2019 and Oct. 23, 2019 and found two traffic incidents, but not involving pedestrians.

Engineering operations decided that a pavement marking westbound on Ladner Trunk Road, on the west side of 52A Street, was to be installed for a safer southbound to westbound right turns at the intersection.

Engineering will review the intersection for possible curb re-alignment with new letdowns, straightening the crosswalk, intersection Ianing re-alignment and a leading pedestrian interval phase.

 

 

Linden Drive at Central Avenue and 53 Street:

 

The ICBC crash history between 2012 and 2016 was reviewed and found three reported crashes.

The engineering department is to review the intersection for the possible addition of Hydro lease lights and a potential upgrade to a traffic circle.

 

 

Arthur Drive at Ladner Trunk Road:

 

The ICBC crash history at this intersection between 2014 and 2016 found 25 reported crashes where a majority of them were property damage incidents.

Delta police also reviewed statistics at this intersection between Jan. 1, 2019 and Oct. 23, 2019 and found no traffic incidents.

No improvements are warranted at this time, according engineering operations.

 

 

Arthur Drive at Whitworth Crescent:

 

ICBC crash history at this intersection between 2012 and 2016 found four reported crashes.

Delta police reviewed statistics between Jan. 1, 2019 and Oct. 23, 2019 and found no traffic incidents.

No improvements are warranted at this time, according to engineering operations.

 

 

Arthur Drive at 47 Avenue:

The ICBC crash history at this intersection between 2012 and 2016 and found four reported crashes.

Delta police reviewed statistics between Jan. 1, 2019 and Oct. 23, 2019 and found three traffic incidents, but not involving pedestrians.

No improvements are warranted at this time, according to engineering operations.

 

96 Avenue at 116 Street:

 

The committee discussed the crash history in recent years.

The engineering department noted sight lines meet the minimum 65-metre sight line distance for eastbound motorists when negotiating a right/left turn.

Special crosswalk lights are operational.

Engineering conducted a traffic signal warrant which concluded that a traffic signal at this intersection is unwarranted at this time, however, enhanced street lighting was to be considered.

 

57 Street:

 

A resident requested traffic calming on 57 Street north of Ladner Trunk Road, but Delta police reported no speeding issues.

Engineering proposed the upgrade of the pedestrian illuminated crosswalk at 57 Street and Grove Avenue, while engineering and police will continue to monitor traffic conditions.

 

55 Street at 12 Avenue:

 

The engineering department decided it would paint crosswalk rails across the intersection to improve driver awareness of pedestrians crossing there.

Engineering was to request bylaws conduct parking enforcement and provide observation on travel speeds.

 

North Delta Secondary:

 

The principal of NDSS, through Delta police, is requesting information on potential traffic circulation signs within the school parking lot.

The school district confirmed a proposed signage plan with the principal and was to submit something to the city for review.

 

Highway 17 at 56 Street:

A resident requested for a review of the "No right turn on red" northbound to eastbound movement at the busy intersection.

Police conducted enforcement at the intersection last October on two days.

According to police, there was only one violation observed and it was ticketed.

 

Traffic speed on 75A Avenue:

 

A resident requested traffic calming on 75A Avenue.

According to engineering staff, traffic data along 75A Avenue was reviewed and high compliance with the posted speed limit was found.
