Vision Vancouver Coun. Raymond Louie argued with NPA Coun. George Affleck during the lunch break at city hall Tuesday. (Watch VIDEO below)

It came after Louie introduced an amendment for an additional tax increase of .34 per cent on top of the staff-recommended 3.9 per cent.

Louie's request amounts to $2.4 million in spending, with money to be directed at increasing housing options, hiring a renter protection manager, supporting "Chinatown Historic Discrimination programming," devoting more staff to UNESCO bid for Chinatown, increasing social grants and reducing permit waiting times.

Council will reconvene at 2 p.m. to vote on Louie's amendment and the operating and capital budgets.
