Vancouver police arrest high-risk offender

Vancouver police are crediting an alert witness with helping track down a high-risk offender.

Earlier this week, the department put out a public plea for help in tracking down 45-year-old James Larry Moyah, a violent offender who had failed to return to his halfway house earlier this month.

Moyah is a two-time federal offender on statutory release for aggravated assault. He has a history of violence and substance abuse.

Police say a witness spotted Moyah in Vancouver’s Downtown Eastside shortly before noon Thursday and called police. He was arrested and in now back in police custody.
