Anniversary of Richmond homicide marked with appeal from victim’s family

Police have also released new footage taken on the day of De Carvalho's murder.

One year after the death of 41-year-old Richmond resident Joseph Lucien De Carvalho, the victim’s family is asking the public to bring forward information on his murder.

In the early hours of Sept. 18, 2017, De Carvalho was shot near No. 4 and Blundell roads. At the time, the Integrated Homicide Investigation Team said De Carvalho was “known to police, and his death (was) believed to be targeted.”  His homicide was the seventh of 2017.

“Joe was a quiet, happy and sometimes mischievous child with a brilliant smile, loved by his family and friends alike,” said his family in a statement.

“We miss him dearly, especially his four nephews, who were all close to their Uncle Joe. Now they will miss him for the rest of their lives. It has been a year since someone unjustly ended Joe's life, but we mourn him without closure because we do not have any answers.”

IHIT is continuing to investigate De Carvalho’s murder and released footage taken from the 7500 block of Bridge Street. One clip shows a person wearing a hoodie and a backpack around the time of the shooting. Additional footage shows a dark SUV driving by around the same time.

 

 

 

 

“The thought of Joe lying alone to die without anyone to hold him during his last moments is heartbreaking,” said his family’s statement. “We miss Joe terribly, his smile and his warmth. With your help we can bring him justice.”
